## Current / change
The current sponsor decisions appear only after the milestone, scope and blocker accounting.

- Moved the existing Needs a human section beside the verdict on desktop, directly after it on mobile.
- Moved each existing decision-maker/deadline line ahead of its supporting paragraph without changing any words.
- Retained the desktop milestone sequence; mobile becomes a dated, labelled record flow rather than a squeezed seven-column strip.
- Replaced blocker cards with ruled context/need records; every owner, age, conditional date and budget statement remains exact.

## Benefit and trade-off
The changed verdict and both fully owned human decisions share the opening; the seven milestones, scope and blocker evidence remain intact below.

Trade-off: Phone readers reach general progress after the two complete asks. The more comfortable prose and explicit ownership also increase phone scrolling.

Recommendation: prefer the new composition for this reader’s job; parent selects before integration. Keeping Current remains a valid choice.

## Content and labels
No new visible DOM text or generated text labels. All ordinals, state words, markers and headings reuse the source. No new links or implied dependency edges.

Exact normalized source text-node multiset, numeric multiplicities, paragraph/heading/footer strings and keyed records pass; full source SVG bytes and meter widths remain unchanged. No factual content added, missing or changed. See evidence/content-parity.json for original records and counts.

## Visual review
The desktop opening is visibly a sponsor dispatch, not a numeric dashboard. Both decision owners and needed-by dates are readily scannable. Mobile gives the verdict, then the complete asks, then the dated milestone evidence. Neutral geometry carries structure; amber marks only actual state.

Aligned scope label rows at tablet width so values and meters no longer stagger when one label wraps. Thin fixture removes the decision panel without leaving a blank grid column.

## Verification
Final captures at 1440/768/390/320, proposed boundary pairs, all existing/proposed boundary smokes, three labelled growth fixtures at 1440/390/320, forced font fallback at 320, computed text contrast and actual phone accessibility-tree checks. Body prose is at least 16px with line-height at least 1.5. Source and new contain no scripts, links, forms or disclosures; no no-op controls were added.

## Limitations
Chromium only; no Safari/Firefox or physical-device test. The long-title/thin/growth fixtures are labelled synthetic stress samples and are excluded from sample parity. No arbitrary document-height gate. Full-size screenshots and standalone HTML remain the reading references, not reduced comparison overviews.
